7. It cannot appear to us other than anomalous that the Service of a sister Colony, the deplorable financial condition of which has very recently been openly advanced as a reason for reducing her Military Contribution, should receive a more favourable offer than it has pleased Your Lordship to make to the Service of Hongkong, the finances of which are, we believe, in a perfectly satisfactory condition, and well able to bear the slight additional expense which the concession for which we plead would involve.

8. For the reasons set forth in this Memorial we earnestly trust that Your Lordship will feel able to grant the prayer of this petition, and that you will make the same offer as you have been pleased to make to the Service of the Straits Settlements.
